Maryland-based Bozzuto, in partnership with Kimco Realty, is embarking on its first ground-up development on the West Coast. Construction is underway on The Chester at Westlake, a mixed-use development that will be the first predominantly market-rate multifamily community in Daly City, California, in over 15 years.
Scheduled to open in winter 2027, The Chester at Westlake will advance Kimco’s strategy of transforming its premier retail centers into mixed-use destinations. The 214-unit development will be part of the Westlake Shopping Center, a community hub for the Bay Area city and its neighborhoods. This is the second joint venture for the partners. The first, Coulter Place, is a mixed-use development adjacent to the historic Suburban Square shopping center on Philadelphia’s Main Line, which is scheduled to open later this year.

The development will comprise studio, one-, two-, and three-bedroom apartments; over 13,000 square feet of amenities; and nearly 10,000 square feet of leasable retail space on the ground floor. Residents will be welcomed by a two-story, hospitality-inspired lobby and two landscaped courtyards connected by a clubroom. The west courtyard will serve as an active social hub, with an outdoor kitchen and grilling stations as well as a water feature. The east courtyard will provide a retreat for residents with a covered lounge and a fireplace. Additional amenities include a 24-hour fitness center, coworking spaces, a communal bar and a rooftop sky lounge.
Bozzuto Development Co. will serve as the lead developer, guided by Kimco’s experience in developing, owning, and operating retail destinations across the nation. Kimco has owned and operated the Westlake Shopping Center since 2002. Bozzuto also will manage the community.
