Palladium USA International has named Joan Maxwell senior vice president and chief operating officer of the Dallas-based company, which is a subsidiary of Palladium Group of Milan, Italy. She will be responsible for creating the American office of Omnium Management Co., the Palladium subsidiary responsible for operating its multifamily properties. Previously, she worked for Pace Realty Corp., where she started as a property manager and eventually became a regional vice president and a director of training.
The Shelter Group, a Baltimore-based firm specializing in the development and management of multifamily and senior housing, has named Linda T. Lo Cascio senior vice president. She will handle Shelter’s affordable housing group, overseeing a group of developers, project managers, and financial staff who are responsible for the company’s mixed-income and affordable development work, including the process of identifying and applying for the related tax-credit financing that makes affordable housing possible. Previously, Lo Cascio was a vice president at Struever Bros. Eccles and Rouse, a national development firm headquartered in Baltimore.
Opus West Corp. has promoted Bert Levesque to director of construction, Matt Montgomery to director of real estate, and Jason Bent to senior project manager, all in the Southern California headquarters in Irvine, Calif. They are each involved in mixed-use projects for Opus West.
Deutsche Bank Berkshire Mortgage has hired Leonard Clark as vice president and head of production on the FHA production team. Previously, Clark was a senior specialist for affordable housing transactions in Freddie Mac’s multifamily division. He will be based in Bethesda, Md.
AvalonBay Communities has appointed Timothy J. Naughton and H. Jay Sarles to its board of directors. Sarles is a past vice chairman for Bank of America; Naughton is the president of AvalonBay, a public apartment REIT based in Alexandria, Va.
